I visited the hotel in Cuzco's "winter", and it's cold - really cold - in Cuzco. The hotel doesn't have central heat, but relies of using small oil filled space heaters. One will take the chill off the room - a little bit - but it's still very cool in the room, and the window, at least in my room, was drafty. The bathroom sink has only one tap - cold. That's the bad part.
The good part is that the shower has hot water, the bedding is warm, and the place is clean. Oh, and the location is hard to beat. The hotel is just a short uphill walk from the Plaza de Armas in Cuzco. It's only the uphill part that's the hard. The owners were helpful and helped arrange two tours for me.
Would I stay there again? Probably not. I think I'd want to stay in a place that's warmer, but if you are a trekker and have plenty of warm clothes, the price is right, and the accommodations are clean and the owners are friendly and helpful.
